I think that the system of supplying you with a full tank of petrol, and charging you for it, and expecting you to return the vehicle with an empty tank is easy money for the car rental company. Far better to start with a full tank (included in price) and return with a full tank + receipt from petrol station from within 5km of drop-off point (e.g. like Avis).
